Dear Friend of the IRR,

How long did you wait in the queue the last time you were at Home Affairs? How many times did you hear the dreaded phrase: "system offline"?

Dealing with any aspect of the civil service, from applying for your ID, to querying a bill, to reporting a burst pipe, has become a headache at best.

It doesn't need to be this way. Over the next few weeks, we are releasing #WhatSACanBe: 100 days to get SA back on track, a series of 9 papers, each focusing on a different policy area.

Taken together, these papers are a dynamic plan to help the Government of National Unity (GNU) achieve its stated objectives and earn the trust of South Africans.

We've already released the first paper, Public Administration: Reward skills, deliver for citizens, which shows that if civil servants are appointed based on merit, transparency is prioritised, and efficient service delivery is rewarded, South Africa can be a country where the public administration actually works for all its citizens.

Over the next 100 days, the GNU faces a crucial choice : let South Africa continue its decline or implement the reforms that will make South Africa better for everyone . We have already sent this paper to the Minister of Public Service & Administration, Mzamo Buthelezi MP, and the Minister of Home Affairs, Leon Schreiber MP. We will continue to engage with the government officials who can implement these reforms.
